The Alcoholism Treatment and Rehabilitation Act(s) of 1975 and 1983 named the Department of Health as the single agency responsible for alcoholism and drug treatment services. The Act established a single individual, the County Alcohol and Drug Abuse Services Coordinator, under the county government system to do the following:
♦ Establish and monitor funded treatment services.
♦ Prepare an annual county comprehensive plan for service delivery.
♦ Work in conjunction with the Salem County Local Advisory Committee on Alcoholism and Drug Abuse (LACADA).
A public law in 1989 confirmed all of the above and created the Governor’s Council on Alcoholism and Drug Abuse to add prevention and education to treatment services through Municipal Alliance Programs.
